Was born in 1953.

Graduated from the Krasnodar Polytechnic Institute with a major in thermal stations and the qualification in thermal engineering.

During the period of 1980-1983, he used to work as an engineer, a senior engineer, and then an acting head of the thermal-mechanical laboratory of the Smolensk NPP construction administration.

In 1983-1984, he headed the SMATE laboratory.

In 1984-1985, he worked as an inspection engineer responsible for the turbine workshop’s turbine equipment at the Smolensk NPP.

In 1985-1988, Mr. Lubenskiy worked as a turbine workshop shift leader at the on-the-job training department, a shift leader for technical assistance bureau at the Smolensk NPP, and the 2nd category instructor in on-the-job training at SMATE.
In June-September, 1988, he was a turbine workshop shift leader at the Rostov NPP.

In September 1988-November 1998, he used to work as a turbine operation engineer, a shift leader at the turbine hall No. 2, the deputy shift leader of the plant, the deputy head of the turbine hall responsible for the Smolensk NPP operation.
During the period of 1998-2002, he was the Head of Desnogorsk city administration.

Since 2002 and up to September 2016, he was the deputy director of the NPP responsible for reorganization and the property relations, the Chief Inspector, and then the deputy director of the Smolensk NPP.

In September 2016, he was appointed the Deputy CEO – the director of the Rosenergoatom affiliate Smolensk Nuclear Power Plant.

Holds multiple official awards and honorary degrees: a Certificate of Merit from the Smolensk NPP administration, a Silver medal from the Rosenergoatom “For promoting nuclear power plants’ security”, a Golden medal from the Rosenergoatom  “For promoting nuclear power plants’ security”, a 3rd stage badge of merit “For one’s merit in the nuclear power industry”, “The nuclear power industry veteran”, “The atomic power and production industry veteran”, and many more.
