Statement about the safety policy of Leningrad NPP

  1. Considering the importance of the safe and ecologically rational use of nuclear energy; 
  2. Confirming the necessity of constant efforts for ensuring the high level of general, radiation and nuclear safety; 
  3. Admitting that safety is the responsibility of the operating organization; 
  4. Recognizing that safety culture is the basis of successful management and effective protection; 
  5. Considering that NPP accidents may have trans-border effects; 
  6. Complying with the Convention on Nuclear Safety, the Moscow Summit Declaration on Nuclear Safety and Security and the Federal Law on the Use of Nuclear Energy; 
  7. Pledging to observe the basic international safety guidelines. 


We state that the Leningrad NPP operating organization has the following goals:

  • To ensure high level of safety throughout the plant’s life-time due to necessary actions and priority of safety over energy production. 
  • To create and maintain effective radiation safety systems with a view to protect individuals, society and the environment from the negative impacts of nuclear radiation. 
  • To prevent accidents with radiological consequences. 


In order to attain the above goals the operating organization:

  1. Uses the plant only for the purposes it has been designed and built for; 
  2. Regularly inspects and tests the reactors to see if they comply with the design requirements and the national safety standards; 
  3. Develops and implements quality management programs; 
  4. Carries out safety culture and self-assessment programs for its managers and employees; 
  5. Sees that under any operating conditions the radiation effects on the personnel and the population be within admissible limits; 
  6. Works out plans of on-site and off-site emergency response and carries out relevant exercises for ensuring the emergency preparedness of its personnel; 
  7. Collects and analyzes operating information and takes measures based on the results of the analysis; 
  8. Plans and conducts Days of Safety and safety conferences; 
  9. Creates resources for ensuring safety; 
  10. Motivates the personnel through a system of rewards to observe safety rules in their work; 
  11. Contacts with the local public and authorities. Organizes media coverage of the plant’s activities; 
  12. Encourages its employees to show personal initiative in safety matters; cultivates safety culture; informs them of all of its safety-related decisions.
