On February 5, 2011 an opening of Ice Palace designed for 1,750 seats was held in Balakovo city. The event was organized by regional Ministry of Sports. 

An hour before the ceremony beginning, the tribunes were completely filled by the audience which came to the first hockey match and the first figure-skaters performance. Among them there were Balakovo NPP employees as well. 

The words of congratulation sounded from Pavel Ipatov, Saratov region Governor, Nikolay Pankov, State Duma Delegate, and Valery Radaev, Secretary of United Russia regional department. As it was mentioned, that was already the forth sports unit opened in Balakovo. Those who appeared at the ceremony expressed their hope that besides speedway and volleyball, one more strongest hockey and figure skating sports school will appear in Balakovo.

The pupils of “Romantik” and “Progress” Balakovo hockey sections were awarded certificates on new sports equipment receipt. The young hockey players promised to work for high sports results.
