Balakovo NPP has successfully undergone the inspection of its preparedness for emergency response

Rosenergoatom Concern OJSC Committee completed the inspection  held  on May 30 - June 2 with respect to civil defense (CD) condition and the nuclear plant emergency response and preparedness for emergency situation (ES) of natural and industrial character localization and elimination. Last time a committee of similar level had worked at the plant 5 years ago.

At the first meeting of the NPP administration and committee members headed by Deputy Director on NPP Production and Operation – Director of Emergency Response and Radiation Protection Department of Rosenergoatom Concern OJSC Vladimir Khlebtsevich, Balakovo NPP Chief Engineer Valery Bessonov noted that the inspection was important for the plant.

“In our opinion, an outside point of view always helps find the ways of perfection in enterprise work. And the topic of the present inspection is especially essential. After the events at Japanese Fukushima NPP all Russian Federation nuclear electric power plants and Concern Central Office performed a great amount of work: inspections and self-inspections and analysis of the Russian power units’ projects with respect to stability and emergency response were held. An entire complex of the events for NPP stability improvement and provision of emergency response was developed”, Valery Bessonov noted.

At Balakovo NPP the committee members checked compliance with federal laws and regulations of the Russian Federation government in the fields of CD and ES, Federal rules and regulations in the field of nuclear power use, fulfillment of the tasks entrusted to the nuclear plant in the field of civil defense and emergency situations response and elimination.

Within the framework of the committee’s work at the plant, they held a training on civil defense with the scheduled inspection of readiness of the civil defense shelters and filter centre, which allowed the inspectors to estimate the actions of the plant committee on emergency response and the staff of non-formal saving formations and control the readiness of the NPP’s forces and sources for emergency response.

Summarizing the results of the committee’s work, its Head Vladimir Khlebtsevich noted: “Balakovo NPP meets the established requirements in all the branches we were to inspect. In the inspection certificate we made a conclusion that the nuclear plant was ready to perform the tasks in the field of civil defense, personnel and territory protection under the condition of emergency situations”.
