Rosenergoatom JSC (part of the Electric Power Division of Rosatom State Corporation) is currently ready to conclude new contracts to meet the demand for green electricity consumption within the framework of the global trend of decarbonizing the electric power industry. Deputy Director General, Sales Director of Rosenergoatom Aleksandr Khvalko announced this at the Ninth Russian International Energy Forum (RIEF-2021).

To decarbonize means to lower CO2 emissions through low-carbon power sources in order to decrease greenhouse gas emissions into the atmosphere.

Experts believe that nuclear power should become the most important instrument for decarbonization in Russia and the world, given the experience of safe operation of Russian nuclear power plants over many years. A. Khvalko made a report on this topic at the plenary session "Russian energy as the basis for sustainable development of Russia" that was held within the framework of RIEF-2021.

He noted that nuclear energy is one of the few reliable and uninterrupted sources of low-carbon electricity in the modern world, with no CO2 emissions from electricity generation at nuclear power plants. But there is a growing demand from consumers to confirm the origin of electricity, and today there are several problems in Russia that impede the growth of low-carbon production.

Among them is the lack of a regulatory framework aimed at the regulation and circulation of certificates of origin of electrical energy, as well as the lack of a publicly available system for capturing and transmitting the positive environmental effects created in the renewable and low-carbon energy sector.

“Today, consumers, even if there is demand, simply cannot fully realize their desire to confirm the origin of electricity,” Aleksandr Khvalko noted. “The wholesale electricity market of the Russian Federation currently allows to use free contracts as an effective mechanism confirming the source of purchased electricity. Rosenergoatom is already working on them with a number of large consumers and until the so-called system of "green certificates" is established, I am ready to continue to work in this vein with all comers within the framework of the current regulatory framework."
