WANO Experts Pay Visit to Bilibino NPP
I? the period of June 21 to 27, 2012 WANO Moscow Regional Centre experts paid a technical support visit to Bilibino NPP.
The purpose of the visit was to conduct a technical support mission on the topic “Communication Within the Shift”, and the purpose of the visit of the experts of Dukovany NPP (Czech Republic) was to exchange the experience (“Benchmarking”) in the field of radiation safety including studying of the practical use of ALARA methodology, and defining of possible ways for improving the protection of NPPs’ personnel against radiation.
The experts team included: Georgiy Rasporin, WANO MRC (Russia), Sergey Setsko, separate subdivision Zaporizhia NPP (Ukraine), Sergey Aksinenko, Rosenergoatom Concern OJSC, Tatiana Melnitskaya, ONITS “Prognoz” (Obninsk Research and Development Centre, Russia), as well as the representatives of Dukovany NPP (Czech Republic): Vladimir Kulikh, Chief of the Radiation Safety Shop (RSS) and Zdenek Horak, expert of RSS.
The technical support mission has been conducted with the purpose of monitoring the information exchange between the staff in the shift, identifying of the difficulties of communication, and making recommendations to eliminate any issues found.
The mission members observed the communication of the operating personnel of Bilibino NPP during the training on the analytical training simulator of the Training Point of Bilibino NPP and directly at work places of the operating personnel, in particular, the work and information exchange between Chief Engineers of the main control unit of Units 1 and 2.
The ONITS “Prognoz” expert made reports on “Factors Affecting the Efficiency of Work of the Operatiing Staff Shifts”, “Professionally Important Qualities and Competencies of the Operating Staff and Taking Them into Consideration in the Process of the Professional Training of the Operators”, “Activities on the Development of Team Interaction of NPPs’ Operating Staff in the Shift”.
In the format of the technical support visit of the Czech colleagues, there were considered the issues concerning the protection against radiation at NPPs Bilibino and Dukovany, in particular, experience and opinion sharing, inner organization and structure of radiological protection, monitoring program, results in radiological protection achieved in the past years, technical maintenance of tools of protection against radiation, metrological assurance of radiation survey equipment, and quality assurance in this field. The basic forms of mutual exchange of experience were the negotiations in the narrow circle of the specialists of the Radiation Safety Service of Bilibino and Dukovany NPPs, and inspection of the supervised area of Bilibino NPP.
WANO experts had positive impressions about Bilibino NPP, there was marked a significant improvement comparing to the past year in the organization of work places, training level and staff competence. According to Vladimir Kulikh, Bilibino NPP may be characterized as “small and clean”, and its staff – as qualified.
To fully complete the experience exchange by the specialists of Bilibino NPP in radiation safety, there was an offer to pay a return visit to Dukovany NPP.
