The Kursk NPP: during the public discussions of the new facility, the local population could verify its security and relevancy

On October 17, 2016, the public discussions of the preliminary findings on the impact of the Kursk NPP’s disposal site for waste containing radionuclides within reasonable bounds on the environment took place in the city of Kurchatov (the Kursk region). The public discussions on the facility’s project documentation were held simultaneously.

697 and 773 people respectively took part in the discussions.

Among the guests visiting the event were the representatives of multiple authorities, control and supervision bodies, the Rosenergoatom Concern, the healthcare, education, public, and environment protection organizations, the regional media, along with the city and region dwellers, nuclear power experts, and many more.

Preliminarily, the public had received full-scale information on the disposal site, the way it affects the environment, the decisions taken to limit its environmental impact. Everyone interested in the subject was entitled to study the materials and to discuss the topic in an informed way within a month.


The representatives of Atomenergostroyproekt, AO ATOMPROEKT, the Kursk NPP, the Regional administration No. 125 and the medical unit No. 125 of the Russian Federal Medical and Biological Agency presented their reports at the meeting.
The disposal site is an environmental construction. Its main technological solution and the pre-defined environment protection measures facilitate safe operation within the regulatory standards. The site’s negative impact on the natural elements (the common air, the surface and subterranean waters, the soil, the geological environment, the plants, the animals) and the population is either non-existent or minimal. The construction and the operation of the new facility are safe and do not alter the existing environmentally favorable conditions.

Almost all of the 26 speakers representing the Kursk region population have agreed with those conclusions.
“This facility is another important step in making the nuclear power plant more secure, strengthening our sounds environmental policy, and complying with all the necessary environment protection standards”, said Yuriy Ovsiannikov, the first deputy head of the Kursk region manufacturing, transport, and communications committee. “The NPP declares that security is key, and we do see the evidence of its commitment in those up-to-date facilities”.

“We do not make any decisions on new facilities implementation without consulting the people. We do have to build this disposal site, there is no alternative for it. In accordance with the regulatory documents, the NPP has to address the issue of storing manufacturing waste containing radionuclides within reasonable bounds. And we will do so in a reliable and secure manner”, said Viacheslav Fedyukin, the Kursk NPP director.


“Everybody knows that the NPP is fully protected in terms of its design and security systems. And we can witness the same situation with the new facility”, said Marina Malets, a teacher at the Kurchatov gymnasium No.2.

“I do have all the grounds to trust the NPP. Information reliability is one of the things that are, above others, typical for it. Throughout the whole history of Kurchatov, we haven’t had any cases when the Kursk NPP’s information would not be confirmed. It’s also true for the facility we are discussing today. The project is well-elaborated and calculated, and we can see that they are well-prepared for any potential situations”, Inna Berlizeva, one of the city dwellers, stressed during the meeting.
Summarizing the discussions, Igor Korpunkov, the mayor of Kurchatov, announced the public discussions to be successful. He informed the city dwellers of the way their opinions will be taken into account when drafting the meeting minutes.
The preliminary findings on the impact of the Kursk NPP’s disposal site for waste containing radionuclides within reasonable bounds on the environment are still available for review and suggestions. Any suggestions are accepted within 30 days starting from the discussions date. The public suggestions and concerns will be taken into account when drafting the final version of the findings.

At the moment, the Kursk NPP operates the 1st, the 2nd, the 3rd, and the 4th power blocks at the capabilities set forth in the dispatch schedule.

The radiation background at the Kursk NPP and within its location area is within the normal power blocks’ operational level and does not exceed the natural ones.

The Kursk NPP, as part of the "Rosenergoatom Concern", is included into the electricity division of the State Corporation "Rosatom". The station is located 40 km south-west of the city Kursk on the left bank of Seym. The NPP has four operating units with RBMK RBMK-1000 reactors with total capacity of 4 million KW of electricity. Power units were connected to the unified energy system of the country in 1976, 1979, 1983 and 1985. All existing power units had technical modernization in 1994-2009.
