Rosenergoatom: the RostechnadzorХs license for the Kursk NPP-2 substitution station construction has been obtained

Having reviewed a set of supporting documentation, the Federal Service for Ecological, Technological and Atomic Supervision has issued a license to the Rosenergoatom Concern to construct the 1st power block of the Kursk NPP-2.

Nikolay Mitrofanov, the director of the Kursk NPP-2** under construction, has informed that, pursuant to the Article 51 of the City Planning Code and the industrial documentation, they are to obtain a construction license at the Rosatom Corporation. Extensive construction activities will be started shortly then. He has also noted that the first-level schedule is now being confirmed for the 1st power block of the Kursk NPP-2.

The Kursk NPP-2 is a priority facility for both the Rosenergoatom Concern and the Rosatom company.

Viacheslav Fedykin, the director of the current Kursk NPP and a member of the Kursk regional Duma, said that the investment of over 200 billion rubles speaks volumes about how massive the new facility is. The annual tax liabilities from the Kursk NPP-2 construction into the regional budget are expected to be 280 million rubles. He also added that the investments in 2015 will reach over 10 billion rubles (compared to the 2.8 billion rubles in 2015 during the preparation activities), with a big share of this sum to be invested into the new power stationХs equipment production.

The import substitution program will also be in place during the Kursk NPP-2 design and construction. Atommash will deliver the reactor unitХs framework and the steam generators for the VVER-TOI while the Power Machines OJSC located in Saint Petersburg is to take care of the turbine plant. The Kurchatov-based Energotex is to manufacture the molten core catcher, while the nuclear fuel production is within the responsibility of the TVEL company. The NPP will mostly use the hardware components of the automated control system for the VVER-TOI manufactured in Russia, too.

* VVER-TOI is a typical optimized and computerized two-block NPP project with a VVER-1300 (water-cooled power reactor), a further step in NPP-2006 project development. The goal of this development is to elaborate a typical VVER NPP power block project optimized according to the technical and economic parameters and completed within the contemporary IT environment. VVER-TOI is developed based on the project materials elaborated for the NPP-2006 project and with due account for the experience the industry bodies have accumulated during the latest VVER NPP projects (Novovoronezh NPP-2). The VVER-TOI project takes advantage of the best practices in VVER NPP construction and maintenance activities from all over the world.

**The Kursk NPP-2 is a replacement station for the currently operating Kursk nuclear power plantХs power blocks taken out of service. Pursuant to The Russian Federation energy land-use planning scheme valid until 2030 and approved by the Government of the Russian Federation in November 2013, the four NPP-2 replacement power blocks operating a new-generation VVER reactor will be located in the Kursk Region. The operational launch of the first two NPP-2 power blocks is planned to be synchronized with the running nuclear power stationsХ power blocks taken out of service. The OJSC Concern Rosatom is the building owner and the technical customer for the project. JSC "NIAEP" acts as the general designer and the general contractor.
