Development of a single technical policy in the field of creation of integrated system of communication and notification at NPP Р that was the purpose of the organization of a field meeting of OperatorsХ Council at Rosenergoatom Concern OJSC, which was held for three days at Leningrad NPP.

Representatives of Rosenergoatom Concern OJSC Central Office and specialists of communication services of the ten existing nuclear plants of Russia and Leningrad NPP-2 under construction, and also a number of organizations and firms Р branches of the Concern or cooperating with it on contractual terms Р Konsist-OS CJSC and Rossvyazsistema, Kaluga Plant of Telegraph Apparatus FSUE, RadioTel LLC, SPbNPP OJSC, NIAEP, Atomenergoproekt, Giprosvyaz took part in the work of the centre.

Rosenergoatom Concern OJSC DPGRZ department Chief Expert Valery Yakimovets summarized the results of the work of the integrated communication system of Russian nuclear plants operation management in 2010 and specified a number of tasks and problematic questions which were to be solved in the current year. Upon the whole, as Valery A. Yakimovets said, the aims of 2010 were fulfilled.

According to him Leningrad NPP was not accidentally chosen to be the place of the meeting organization. ТAt the nuclear plants there are good projects, so to say know-how. Besides, LNPP is the only nuclear plant in the Concern where the radio communication system of TETRA protocol was createdУ, Valery Yakimovets mentioned. That is why the meeting agenda included acquaintance with the system of communication and notification existing at LNPP.

Electric Department Specialist K. S. Ershov appeared with the presentation about the base, on which the equipment of the local notification system (LNS) had been assembled, and its operation principles. In particular, he noted that the LNS existing at present had been successfully operated by LNPP since October 2010 and was the result of the previous system modernization. It was not only to provide voice and sound notification of the administration, personnel, the facility forces and the nuclear plant civil defense services, but also to notify operation duty services of Sosnovy Bor city governmental bodies and its citizens.

The work of ТRuporУ system was demonstrated in the course of the presentation: each telephone subscriber of the audience was sent a notice in the form of a call or sms-message, and than the report of the received result was made.

Smolensk EC Deputy Head O. I. Penkin spoke about the results of the work of the connection system and the means of dispatching and technological management at the moment of the emergency response drill in 2010. Oleg I. Penkin noted that the organization of emergency response drills allowed them to reveal and eliminate the lacks in the communication system. That was why at the time of emergency response drill preparation at Smolensk NPP they widely used the developments received during the previous ones. ТWe canХt do without that. The requirements to communication systems Р its quality and reliability Р have significantly grown in the course of those years. Communication must be available whatever happens, at that it must be appropriate and reserved. We would not be able to manage with old equipment. In the absence of such communication the site would have already been Тput a crossУ onУ, SNPP Chairman said.

Since the main factor in the results of communication system operation is nuclear plantsХ safety, the conversation passed over to the human factor. Among others, the meeting participants touched upon the question of the lack of operators and their training. As the nuclear plants representatives mentioned, many of the highly qualified specialists had been lost in the process of the transition to the staff of Konsist-OS CJSC, and it would take not less than a year to train new ones.

Also a demonstrating acquaintance with the equipment of communication central control room ZPUPD (emergency response actions secure control room) in the city, where the meeting of OperatorХ Council was held, was organized within the framework of the meeting. Besides, the event participants visited the NPP ZPUPD and went to the countryside evacuation locality, where all the conditions, among them communication, were provided for the civil defense headquarters full-fledged work in case of emergency.

Also in the course of the work the participants were suggested to consider the draft of the regulatory document important for the operatorsР ТOrganization of Technical Service, Operation and Construction of the Dispatch and Technological Management Means at the Nuclear Power Branch FacilitiesУ and the project ТMethodical Recommendations for NPP Radio Communication System ConstructionУ.

The meeting was finished by practical trainings on the production basis of RadioTel OJSC in St. Petersburg city, engaged in radio communication development and introduction.
