AtomTeploElektroSet LLC (a branch of Rosenergoatom Concern OJSC) intends to become the only heating supplier in Zarechny City of Sverdlovsk Region of Beloyarsk NPP location, in order to make the production of thermal power between the nuclear plant and the city boiler-room balanced, regulate finance flows and also provide the proper maintenance for heating and electric nets.

On May 12, 2011, it was stated by AtomTeploElektroSet LLC General Director Ivan Stukalov at the meeting of the Duma of Zarechny City District. Having noted that in a number of NPP satellite cities serious problems arose after the city municipal networks had been transfered from the nuclear plants to municipal corporations in accordance with the requirements of the changed legislation, he told the deputies about the ways to solve the municipal problems.

According to Ivan Stukalov, the private organizations having come to the field did not manage to provide the level of municipal systemsХ technical operation that had been guaranteed by the nuclear enterprises. At present Rosenergoatom Concern OJSC, being interested in NPP employees proper life support, took the decision of returning the municipal operation of nuclear cities to the field of atomistsХ activity.

Ivan Stukalov noted that he was aware of all the problems existing at the moment and the contradictions within the heating supply of Zarechny organization chart. Now the analysis of the heating supply system is being performed, and on its basis the investment program is to be developed. The possibility of attracting the investing sources of Rosenergoatom Concern OJSC is being considered.

The process of heating supply organization change will be held without any revolutionary upheavals: the agreement that the currently operating enterprise Teploperedacha LLC that has a concession agreement on the city heating networks with the city government, will be managed by AtomTeploElektroSet LLC, was achieved.

Beloyarsk NPP Director Mikhail Bakanov affirmed to the deputies that Beloyarsk NPP would closely cooperate with AtomTeploElektroSet LLC, because the stabilization of the municipal sphere in the nuclear city is a matter of common concern.
