20 June, 2017, in the town of Udomlya of the Tver Oblast public hearings on the preliminary materials of the environment impact assessment (EIA) of Kalinin NPP’s power unit No 4 under construction in 18 month long fuel cycle on 104% of nominal capacity of reactor unit took place. The event organizers are the local government bodies of the Udomlya Municipality with the participation of Rosenergoatom Concern JSC.

450 people participated in the hearings including the representatives of local government bodies, Rosenergoatom Concern JSC, scientific, ecological and non-governmental organizations, public health, education, regional media institutions and townspeople.

Kalinin NPP Plant Manager Viktor Ignatov noted the public significance of the event and the importance of implementation of field program on the extension of the operating power units to the RF. “The field program of extension of electric energy generation on the operating power units of the Rosenergoatom Concern’s power units is directed at in-depth modernization and upgrade of technical characteristics of equipment that is directly related to increase of safe and reliable operation of the power units”, V. Ignatov said.

“Public hearings are carried out in strict compliance with the current Law of the Russian Federation and are an abiding procedure for obtaining the license of industrial operation of power unit No 4 with 104% of nominal reactor unit capacity”, the Deputy of the Tver Oblast Assembly Aleksandr Kushnarev – who lead the hearings - stressed.

The public hearings in Udomlya lasted for three hours. During the meeting detailed reports on every possible aspects of operation influence of Kalinin NPP power unit No 4 with 104% of nominal capacity of the reactor unit on the region’s environment were presented. Keynote was presented by Lyubov Banschikova (Gidrotekhproekt NPO LLC), the developer of the EIA materials. Also, the report of the Deputy Chief Operating Engineer Aleksandr Shenberger was heard. In his speech he talked about the implementation of events to increase safety operation of the power unit No 4 when increasing the reactor unit capacity up to 104%. The Deputy Chief Radiation Protection Engineer Yuriy Mamontov told about how the monitoring of radiation situation in the location area of Kalinin NPP is organized. Inna Maksimova – the Deputy Chief Sanitary Officer of the FSHI HHC 141 of the RF – delivered the analysis of disease incidence of the Udomlya Municipality.

Then, in their speeches the experts drew public attention to the fact that during the pilot operation of the power unit with the capacity of 104% the environmental situation in location area of KlnNPP hasn’t changed. The audience received the information on the results of state monitoring of natural environment locations in the location area of Kalinin NPP, hydrochemical and hydrothermal modes of cooling ponds, on compliance of Kalinin NPP with environmental legislation in the area of industrial and household waste handling, demographic situation on the location area of the Plant, etc.

Public representatives shared their opinion on the EIA materials during the discussion. The majority supported the project of energy extension and agreed that NPP safety will be provided to the full extent.

According to the order all the present people have asked the experts questions of interest that foremost concerned different aspects of the safe operation, modernization and environmental actions carried out by Kalinin NPP. All the questions were provided with comprehensive answers.

Following the results of public hearings the protocol will be prepared; anyone can get acquainted with it in the Public Information Centre of Kalinin NPP (Tver Oblast, town of Udomlya, Popova St., 25), as well as at the official web-sites of municipality of the Udomlya Urban District and Rosenergoatom Concern JSC. The Kalininskaya nuclear power plant is a branch of the JSC "Concern Rosenergoatom". The station is located in the north of the Tver region in the Udomelskiy area. There are four power units with water-cooled power reactors (VVER-1000) with installed capacity of 1000 MW each in the structure of the Kalininskaya nuclear power station.
