The first international seminar on safety culture development at nuclear plants took place at Leningrad NPP

The best practices, Russian and foreign NPPs’ experience in area of safety culture became the topic of the international seminar that took place at Leningrad NPP from 3 to 6 April 2017.

Specialists of Radiation and Nuclear Safety Authority (STUK), State energy company FORTUM, Teollisuuden Voima Oy company (TVO, Finland), Kola and Leningrad NPPs, as well as ROSATOM-CICE&T discussed topical questions on development and improvement of  safety culture, and shared the experience.

“Safety culture is an integral part of our activity”, Rusulisa Leinonen, FORTUM Manager, told. “We have a Policy of quality and safety; on its basis we have formed the requirements for all the workers of nuclear industry. The main thing is a personal responsibility and specialists’ engagement in safety issues, critical eye at your own actions, leadership in decision making, necessity of the constant learning, effective communication with colleagues, keeping respectful work environment in a team, based on the atmosphere of openness and trust. We carry out this in practice and constantly develop this direction.”


The participants touched upon many questions arising when implementing the projects on safety culture development, including the IAEA requirements to this area of activity as the fundamental management principle at the enterprises of nuclear industry, and also defined the most important constituents that influence the formation of committal at personal and company levels.

“The international seminar on safety culture is the first seminar of such level held at NPP in Russia, and it is pleasant to note that it is Leningrad NPP that became its’ initiator”, the Deputy Head of Fuel and Nuclear Material Department of Leningrad NPP Evgeniy Artelnyi says. “I think that holding such meetings contributes to the increase of safety of our plants’ work. All the best practices noted on the results of the seminar will be used for improvement of safety culture of Leningrad NPP. I hope that from now on these events will become annual as their advantage was noted by all the participants.”

The general concept, methodological issues and instruments of safety culture management that were discussed by the colleagues of two countries despite their farness from each other are altogether alike and relevant for all the enterprises of nuclear industry.

The Leningrad NPP is an affiliate company for Rosenergoatom Concern OJSC. The plant is based in the city of Sosnovy Bor, 40 km to the west from Saint Petersburg at the Gulf of Finland shore. The Leningrad NPP is the first Russian nuclear power plant having RBMK-1000 reactors (uranium-graphite channel-type thermal neutron reactors). The NPP exploits 4 power blocks with the electric capacity of 1000 megawatt each. Also, pursuant to the NPP-2006 project, 1,2 VVER-1200 power blocks included into The State Atomic Energy Corporation ROSATOM long-term plan are being constructed. Rosenergoatom Concern OJSC is the owner and developer of the project. Holding TITAN-2 is the primary contractor. ATOMPROEKT is the general designer.
