The VNIIAES and the Ural center for security systems have signed an agreement on automated process control systems’ cybersecurity cooperation

The All-Russian Research Institute for Nuclear Power Plants Operation (VNIIAES) and the Ural center for security systems (UCSS), the interregional system integrator, have signed a cooperation agreement.


The main goal of this instrument is to foster scientific and technical cooperation in terms of promoting cybersecurity of the automated process control systems operating in the nuclear power industry. As a part of this partnership, the VNIIAES and the UCSS are planning a number of joint activities, including but not limited to:

  • the protection analysis of the nuclear power industry’s automated process control systems;

  • establishment of the cyber security systems for the nuclear power industry’s automated process control systems;

  • customization and, if necessary, development of the cyber security software and hardware taking into account the specifics of the nuclear power industry.

According to Anatoly Lupishko, the first deputy CEO at the VNIIAES, the Ural center for security systems have proven itself as a reliable and trustworthy vendor. “This partnership is an effective step forward to developing an effective complex solution for nuclear power industry security”, Mr. Lupishko said.

Meanwhile, Valentin Bogdanov, the UCSS CEO, noted that the main aim of their agreement with the VNIIAES is to minimize technology-related risks that can adversely affect mission-critical facilities.

“I’m pretty sure that our joint efforts will help to solve this task through the synergy of our experts’ knowledge and experience”, Mr. Bogdanov commented.

It has already been mentioned that the Rosenergoatom Concern has commissioned the VNIIAES with the challenge of protecting the operating NPPs’ automated process control systems from cyber attacks.

OJSC VNIIAES has successfully elaborated several governing regulatory documents for service providers based on the federal standards and rules in the nuclear power industry and the IAEA recommendations.

The UCSS is a complex system integrator with a large set of competencies acting as an end-to-end service provider in the realm of information technologies and information security. The UCSS boasts extensive experience working on full-scale projects in multiple industries and develops a set of operative monitoring and protection status control for automated process control systems.
