The Rostov NPP: the public discussions on upgrading the 2nd power block’s to 104% capacity took place in the Dubovo district

On October 18, 2016, the Dubovo district dwellers took part in the discussion of the Preliminary findings on the Rostov NPP’s 2nd power block operation with 104% of its nominal capacity in an 18-months’ fuel cycle and its impact on the environment.

The designers and the operational specialists of the Rostov NPP, the representatives of the Rosenergoatom Concern, the public and independent environment protection organization, the administration of the city of Volgodonsk, public organizations, and the city dwellers participated in the discussions.

Those public meetings are obligatory to obtain a governmental license for a specific area of operation in the nuclear industry, and, pursuant to the Russian laws, they are carried out within the municipal areas where the nuclear power facilities are located.


Andrey Gorbunov, the chief engineer of the Rostov NPP, stressed that the power block’s capacity extensions were preceded by large-scale modernization activities, with lots of operations aimed at improving the power block’s reliability and enhancing the security systems completed. Besides, the NPP has carried out a set of trials to see how the power block works at the extended capacity, and the outcomes of those trials comply with the necessary standards. The VVER reactor project already has additional resources and safety buffer, which means it can bear higher load without its safety being compromised.

The Rostov NPP’s 1st power block has been operating at 104% of its designed capacity since January 2009. In accordance with the production monitoring and control indicators of the Rostov NPP and according to the supervision and monitoring authorities and the independent environment protection expert, the reactor unit’s operation at 104% of its capacity has not affected the environment. The radiation control specialists and ecologists say that if the 2nd power block’s reactor unit has its capacity extended, too, the radiation burden on the population will remain the same, that is, many times lower than the tolerable level.

“We control the gamma dose rate using a mobile radiation intelligence laboratory moving around five auto routes and within the locations of the autonomous radiation situation automated control fixed monitoring stations. No impact of the Rostov NPP on the radionuclides’ specific activity in the field vegetation or in fruits, vegetables, meat, fish or milk sampled within the NPP location has been identified”, said Olga Gorskaya, the head of the Rostov NPP’s environment protection department.

Boris Dudaev, the deputy chief medical officer of the Dubovo district central hospital, reconfirmed the data that the Rostov NPP’s operation does not cause any harmful effects on the environment and the population. He relied on the official statistics: “According to the annual reports for the Ministry of Healthcare, the oncology disease rate in the district has not increased during the last few years, despite the fact that the diagnostics nowadays is more advanced than it used to be, and we can identify a disease at an early stage. The situation is pretty much the same in terms of endocrinology. As you know, the endocrine system is the first one to respond to a radiation background increase. Based on this information, I can reassure that the nuclear power plant does not affect the people living nearby”.

Around 240 people took part in the public discussions. The dwellers of the Dubovo region realize the NPP’s contribution in the local economy and the social sphere, so they do support the capacity development of the Rostov NPP and growing its electric power output.

“We all remember the electric power problems we faced before the power plant was launched. The first power block made all those issues disappear. The nuclear power industry has also invested in the gas infrastructure development in the Dubovo district, a new two-storeyed school in Zhukovskaya, and water supply improvements. The NPP also supports gifted young people in rural areas along with performance groups and large families. Obviously, we hope to go on working with the Rostov NPP”, Galina Snezhko, the deputy head of the Dubovo district, stated.

The content of the environmental impact assessment specification and the Preliminary findings on the Rostov NPP’s 2nd power block operation with 104% of its nominal capacity in an 18-months’ fuel cycle and its impact on the environment are available for public review for another month. The Rostov NPP is an affiliate company for Rosenergoatom Concern OJSC. The plant is based at the Tsymlianskoe reservoir shore 13.5 km away from Volgodonsk. The NPP operates VVER-1000 reactors with the installed capacity of 1000 megawatts. The power block No.1 commenced commercial operations in 2001, with the second and the third power blocks to follow in 2010 and on September 17, 2015, respectively. The power block No. 4 is currently under construction.
