The Rostov NPP: public discussions of the 4th power block license justification documents took place in the Dubovo district

On October 25, 2016, the Dubovo district dwellers have discussed the license justification documents (LJD) for the 4th power block operation. Previously, on June 28, they reviewed the preliminary estimations of the 4th power block’s impact on the environment and made their amendments to the document.

Olga Gorskaya, the head of the Rostov NPP’s environment protection department, said that the public discussions of the LJD are obligatory to obtain a license for the 4th power block operation and a positive State Environmental Expert Review.

“When discussing the environment impact assessment materials, the public has submitted around 40 amendments and suggestions. 18 of those were properly justified and taken into account when finalizing the documents. The final version of the environment impact assessment was submitted as a part of the license justification documents”, Ms. Gorskaya said.


The rapid development of the manufacturing industries in southern Russia and the increased power supply have spurred the introduction of the Rostov NPP’s 4th power block. Victor Vodolatskiy, a representative of the Russian State Duma, has re-stated this fact. He noted that, if it wasn’t for the new power blocks, neither Volgodonsk nor any of its neighbors would have been booming. He also said that the launch of the 4th power block will facilitate economic growth and social changes in the area and consolidate the power security of the Russian Federation.

When discussing the issues related to the reliable and secure operation of the power blocks, Andrey Gorbunov, the chief engineer of the Rostov NPP, stressed that the VVER reactors installed on all NPP’s blocks, including the 4th one, are among the most popular ones in the world. Because of the VVER reactors’ track record, there is no reason to doubt its integrity and safety, he added.

Dmitry Nasonov, the director of OOO Agrosystemy, addressed to the participants of the public discussions by saying that his company’s realms are located within 7 kilometers from the Rostov NPP buildings, and he is not concerned about the neighborhood. He noted that multiple results of analyzing the amount of radioactive and harmful substances in the products have confirmed that these products are absolutely safe. The same results were presented in the environment impact assessment.

Nina Kirillova, the head of the Dubovo district administration, commented: “The Dubovo district dwellers taking part in the public discussions did not question the environment impact assessment and the license justification documents. The level of research in those documents and the expert opinions presented during the meeting are absolutely trustworthy. And we are happy to see that the nuclear power experts are accountable to the people and take their considerations into account”.
Over 150 people took part in the LJD discussions in the Dubovo district.

The Rostov NPP is an affiliate company for Rosenergoatom Concern OJSC. The plant is based at the Tsymlianskoe reservoir shore 13.5 km away from Volgodonsk. The NPP operates VVER-1000 reactors with the installed capacity of 1000 megawatts. The power block No.1 commenced commercial operations in 2001, with the second and the third power blocks to follow in 2010 and on September 17, 2015, respectively. The power block No. 4 is currently under construction.
