The Leningrad NPP: the Sosnovy Bor media representatives took part in the technical tour taking place in France

The representatives of the Sosnovy Bor (the Leningrad region) media took part in the technical tour taking place last week in France.

During the visit, the journalist learned about the operations of the French National radioactive waste handling agency (ANDRA), the way this agency cooperates with the authorities, the supervisory bodies, and the public of the Fifth Republic.
In addition to that, the delegates visited the La Manche department where one of the world’s first low-level and medium-level radioactive waste ultimate storage is located. As of now, it has been frozen, and the ANDRA is monitoring its state.

“We wanted to learn about how the radioactive waste was disposed of in 1970’s, how the industrial technologies have been evolving during that time, how the site activities are being controlled nowadays. Our first impression was that the radioactive waste ultimate storage is more of a well-conditioned field; however, it turned out that the grass covers a unique soil coat using asphaltic geomembrane, which is famous for its low permeability. Besides, the project pre-supposes that there will be a two-part gravitational water collection system dividing the flows of rain and potentially contaminated water, along with collectors that help to define the sources of probable radioactive leakage within the storage. Specialists believe that such security measures are pretty much enough”, Diana Petrova, a newsperson of the Sosnovy Bor TV (OOO STV Channel), shared her impressions.

Oleg Tarasov, a journalist, a writer, and a public activist of Sosnovy Bor, noted: “Both Russia and France are actively involved in atomic power industry development, and the latter boasts valuable experience in radioactive waste disposal. The technical solutions implemented in the La Manche storage project are not too complicated; still, they are well-elaborated and cater for absolute lay-up and isolation of radioactive waste. The ANDRA team is constantly monitoring the storage itself, its coverage, and the surroundings, including water, air, and soil. We are reassured that the population and the environment of this region are genuinely protected. The public, the ecology, and the atomic power industry cohabitate in harmony!”
According to Svetlana Zavodchikova, a reporter of the municipal “Baltiyskiy Bereg” radio station, the technical tour participants had a chance to talk to Mr. Jacque Amelaine, the mayor of Digulleville, the city where the La Manche storage is located, and Mr. Philippe Dallemagne, the mayor of Soulaines (Aube department), where the operating low-level and medium-level radioactive waste storage is based. They believe that the local dwellers do not have any concerns related to living next to the radioactive waste storage. In addition to that, many communities suggest building such facilities in their area due to the fact that they can benefit from social, economic, and tax preferences in this way.

“All radioactive waste has to be safely conditioned, and everyone in France understands it. Special requirements towards the radioactive waste package, the controlled dumping process, the effective ways of preventing radioactivity from leaking into the environment, usage of the most up-to-date technologies when designing, building, operating, and monitoring the storage will certainly facilitate safe radioactive waste storage for many centuries to come”, she summarized.

The Leningrad NPP is an affiliate company for Rosenergoatom Concern OJSC. The plant is based in the city of Sosnovy Bor, 40 km to the west from Saint Petersburg at the Gulf of Finland shore. The Leningrad NPP is the first Russian nuclear power plant having RBMK-1000 reactors (uranium-graphite channel-type thermal neutron reactors). The NPP exploits 4 power blocks with the electric capacity of 1000 megawatt each. Also, pursuant to the NPP-2006 project, 1,2 VVER-1200 power blocks included into The State Atomic Energy Corporation ROSATOM long-term plan are being constructed. Rosenergoatom Concern OJSC is the owner and developer of the project. Holding TITAN-2 is the primary contractor. ATOMPROEKT is the general designer.
