Deputy Governor of Smolensk Oblast Yuriy Puchkov – who supervises the matters of rational use of natural resources and environmental control – told this at press conference on 26 January 2017.


Public hearings on preliminary data of environment impact assessment (EIA) of facility operation for spent nuclear fuel handling: outhouse of storage of SNF (outhouse of SNFS) and of container type storage (CTS) took place that day in Roslavl of Smolensk Oblast.

“All operating activity of the plant corresponds to the requirements of environment regulation and regulatory documents that are in force in Russia, and international safety standards”, Yuriy Nikolaevich emphasized. “This includes both electric energy generation and spent fuel handling. The next important step of increasing the nuclear plant safety is to create present day handing system for SNF.”

Specialists of project organization, atomic energy industry, science, medicine, ecology have introduced the detailed characteristics of the SNFS outhouse and container type storage to the public. Specialist of Atomenergoproject JSC Aleksandr Burlakov has noted that one of the main tasks when developing the projects was providing the environmental safety of facilities. “Defense-in-depth principle is implemented by means of physical barrier (biological shield, containment structure, multistage system of filtration and cleaning), as well as engineering and organizational measures for protection of personnel, population, and environment”, Aleksandr Igorevich reported.

According to the Smolensk NPP Plant Manager Pavel Lubenskiy putting in operation the systems of container type storage and SNF handling is necessary for solving the range of important tasks and further sustainable development of the nuclear plant. “Firstly, by doing this we will fulfill the requirements of the federal target program approved by the Russian Federation government. Secondly, we will stop SNF accumulation and start its conversion in safer form of dry storage for its shipment from Smolensk NPP territory to Mining and Chemical Combine in Krasnoyarsk Krai. Thirdly, we will be able to create new workplaces as we will need personnel for new facilities service and operation”, Pavel Alekseevich emphasized.

430 persons took part in public hearings organized by administration of Roslavlsky District with the assistance of Rosenergoatom Concern JSC. They were the representatives of authority, regulatory agencies, public and independent environmental organizations, Smolensk NPP, Atomenergoproject JSC, mass media and region citizens. Everyone interested weighted in on EIA materials/information. The majority of participants supported the initiative of Smolensk NPP for infrastructure advancement on SNF handling, having acknowledged it as up-to-date and necessary for nuclear plant further operation and development.

“Social and economic well-being of the oblast directly depends on sustainable performance of Smolensk NPP that contributes significantly to filling the revenue of regional budget – more than 2 billion rubles annually”, Smolensk Duma Deputy Mikhail Losenko emphasized in the interview. “Apart from tax revenue in region budget Smolensk NPP as Rosatom enterprise bears full responsibility for development of its off-site area. With assistance of atomic energy industry social projects in area of education, culture, municipal improvement in Roslavlsky, Elninsky Districts and in Desnogorsk are implemented.”

Approved technical tasks on execution of works on EIA and preliminary versions of EIA materials of planned economic operation are available for public comment introduction until 26 February 2017.
