Leningrad II: On-Site Meeting of Operations Headquarters

On May 17, 2012 Leningrad II held a regular meeting of Operations Headquarters (OH) on the construction of Units 1 and 2. It was attended by Deputy General Director Р Director for Capital Construction of Rosenergoatom Concern OJSC Viktor Suchkov, Deputy General Director - Director for Management of Construction Facilities, a branch of Rosenergoatom Concern OJSC, Alexander Palamarchuk, Director of Leningrad II Yuriy Galanchuk, Chief Engineer of Leningrad II Oleg Ivanov, Deputy Director for Capital Construction Р Director of UKS (Capital Construction Management) Yuriy Momot, Oleg Pivovarov, a Head of FGUP GUSST No.3 pri Spetsstroye Rossii (Federal State Unitary Enterprise ТChief Directorate of Special Construction at the Northwestern Federal District Territory under the Federal Agency of Russia for Special Construction), General Director of JSC SUS (Nothern Construction Management) Aleksander Scherikanov, as well as representatives of the main contractors.

Before the meeting, the participants of OH made a round of the construction site, during which it was noted that the construction of the nuclear power plant entered into an intensive phase, and that the works in general had been being performed following the schedule. Nowadays, the works are carried out at 53 facilities of two power units of Leningrad II.

Yuriy Galanchuk, delivering the report on the implementation of the decisions of the previous meeting, and the future plant construction progress, noted that due to the change of the general contractor, some changes had taken place on the site. For example, the organization of construction and installation operations had changed; works on building the containment of Unit 1 had intensified. The amount of work had been divided among JSC Metrostroy and JSC Trest Gidromontazh. Among the key events of April, he outlined reinforcement and concreting of the reactor pit structural units of Unit 1 to the datum mark +4,75, concreting of the 3rd tier of Cooling Tower 2 to the datum mark +12,74, concreting of the inner containment shell from the datum mark +4,75 to +8,30.

As Aleksander Scherikanov, the Chief of Leningrad II construction project and representative of FGUP GUSST No.3 pri Spetsstroye Rossii, reported, in April 2012 the plan of concreting was implemented by the main contractors for 68,6 %, the reinforcement plan Р for 37,3 %. Also he reported on work progress at the nuclear and turbine islands of the first and second units, highlighting the need for speedy transfer of the design and estimates documentation from the customer of the construction and JSC SPbAEP to the new general contractor.   

As the participants of OH noted, at that time it was necessary to pay particular attention to increasing the number of construction personnel. So, if in the middle of May it amounted to 1932 people, then by the end of the year the number of working employees at the site would have increased to 4755 people. To date, the most popular specialists at the site were concreters and lathers.

At the OH meeting, there also have been determined the main tasks for May-June, among which there were solution of the issue on shift of 6 kV electric networks; approval of the application and cost of hanger-support system produced by LISEGA AG; the question approval of powering fire pumps in the integrated water-pumping station building according to the temporal schedule; issuing the project on a bypass road in the area of a temporal Checkpoint 3, where the delivery of the prefabricated subassembly of reactor blocks, etc. will take place.

The next nearest meeting of OH on speeds of construction of Leningrad II to be held in June.

Construction of Leningrad II is a part of long-term activities program of Rosatom State Corporation. The property developer of the project is Rosenergoatom Concern OJSC.

The general contractor of the project is FGUP GUSST No.3 pri Spetsstroye Rossii. The general designer is the engineering company JSC SPbAEP (which is a part of the integrated company JSC Atomenergoprom).

On June 11, 2008 Rostekhnadzor issued a license (No.GN-02-101-1860) for the construction of Unit 1 of Leningrad II (valid until 03/31/2018). On July 15, 2009 Rostekhnadzor issued a license (No.GN-02-101-2148) for the construction of Unit 2 of Leningrad II (valid until 07/14/2019). In April 2010 Rostekhnadzor issued licenses (No. GN-01-101-2344 and No.GN-01-101-2345) for placement of Units 3 and 4 of Leningrad II.
