Department of Internal Control and Audit of Rosenergoatom Concern Detects Violations in Activities of JSC Atomenergoremont and JSC Atomenergosbyt
As part of the program on corruption management, combating the theft and fraud, the Department of Internal Control of Rosenergoatom Concern has carried out an inspection of repair works performed in 2008-2011 at Kursk NPP by the subsidiary undertaking JSC Atomenergoremont (affiliate), as well as inspection of the financial and economic activities of JSC AtomEnergoSbyt (affiliate) in 2010-2011.
In the issue of the inspections, there were established the facts about the abuse of power, low economic efficiency of financial and economic activities, and as a result, infliction of loss to Rosenergoatom Concern.
More than 30 workers violated the internal regulations and procedures have been involved in the disciplinary responsibility, and the employees assumed the infliction of damage, have terminated their employment.
The managements of JSC AtomEnergoSbyt and JSC Atomenergoremont were tasked to eliminate the violations and minimize economic risks.
Taking into account the abuses committed by the officials while performing their organizational, managerial, and administrative functions, and the large amount of material damage, the materials related to investigations on individual facts were referred to law-enforcement agencies Р the General ProsecutorХs Office of the Russian Federation - for making procedural decisions in the order established by the Criminal Procedure Code of RF.
Among the violations detected at JSC Atomenergoremont, in particular, there are episodes of advancing of money to subcontractors on the unreasonable large amount; writes up of amounts of work completed; overstating of the value of contracts as a result of applying the unreasonable standards of labour intensity. There have been recorded the facts of conflict of interests and vested interest, in particular, the fact that Kurskatomenergoremont admitted Kursk NPP employees for the part-time work, what, in point of fact, was a violation of the Code of Ethics of Rosenergoatom Concern.
In the activities of JSC AtomEnergoSbyt, there have been detected essential violations of the Russian Federation legislation, Organization Chart, local regulatory instruments, as well as violations in the organization of tender procedures, contract and claim work. There was revealed a fact of conclusion of contracts on the single option base with violations of the requirements of the procurement standard of Rosatom State Corporation, which resulted in overrating of the goods supplied, as compared to the mid-market price, in general by 68%, and for certain types of goods Р up to 200%.

For that time the number of ТtypicalУ violations (disposal of property without the consent of owner, acting to the benefit of the third parties, making major transactions without approval) has decreased in the industry at an average from 6 to 8 times; dozens of sets of documents on the fact of the conducted investigations have been delivered to law-enforcement agencies with the following institution of criminal proceeding.
