The team of international experts has evaluated the preparedness of the Kalinin NPP for the OSART IAEA mission

On November 29, 2019, a two-weeks evaluation mission held by the International Atomic Energy Agency (IAEA) to verify the preparedness of the Kalinin NPP to the OSART (Operating Safety Analysis Review Team), which is to take place at this NPP in April 2020. The international team comprised experts from Canada, Germany, Slovakia, Bulgaria, Hungary, Slovenia and Russia.

According to an IAEA expert Dian Zagradka, this verification had the same format as the upcoming OSART mission in 2020. The experts performed a complex evaluation based on nine aspects: operation, technical maintenance and repairs, utilization of operation experience, radiation protection, chemistry, technical support, leadership and management for safety, training and qualification, accident management. The team members took a look at the nuclear power plant’s technology rooms, studied the technical documentations and instructions, interviewed the staff.

‘The OSART mission is an important event for the Kalinin NPP, which was initiated by the Government of the Russian Federation and the Rosenergoatom Joint-Stock Company to obtain an impartial assessment on all operational activities from international experts. This testifies your commitment to ongoing improvement of the plant’s operation’, Dian Zagradka noted.

The experts came up with a number of recommendations to foster the production processes at the Kalinin NPP. They have also reported a number of strong sides, for example, advanced laboratory facilities at the chemical shop, high level of operation, great qualifications of the nuclear safety staff, staff and equipment readiness for action in an emergency situation, well-organized analysis process, implementation of international and Russian best practices in the nuclear power.

‘Thanks to the experience our IAEA colleagues possess, we have managed to identify a number of areas for improvement and find suitable solutions for many NPP operation aspects. This will help us to be well-prepared for the upcoming OSART mission and continue our ongoing operational safety improvement’, Victor Ignatov, the director of the Kalinin NPP, stressed. 

The Kalininskaya nuclear power plant is a branch of the Rosenergoatom. The station is located in the north of the Tver region in the Udomelskiy area. There are four power units with water-cooled power reactors (VVER-1000) with installed capacity of 1000 MW each in the structure of the Kalininskaya nuclear power station.
