14.09.2018  THE BALAKOVO NPP INFORMATION AND PUBLIC RELATIONS ADMINISTRATION

Balakovo NPP will held this year’s most large-scale complex emergency response exercise with the participation of the Ministry of Emergency Response, the Ministry of Defense of the Russian Federation, and foreign observers

According to the schedule from 19 to 21 September, 2018 at Balakovo NPP (a branch of Rosenergoatom JSC, a part of Rosatom’s Electric Power Division) the complex emergency response exercise (CERE) will be carried out.

Not only forces and means of the NPP, but also Nuclear power plant emergency response team (NPPER) of Rosenergoatom (Moscow), the Ministry of Defense of the Russian Federation, the Ministry of Emergency Response, FGUP Emergency Response Centre of Minatom of Russia (St. Petersburg), as well as local authorities will participate in the event.

In addition, it is expected that there also will be international observers and representatives of the regional and federal media.

This is the most large-scale exercise that is carried out at one of the Russian NPPs every year. Thus, in 2017 it was carried out at Rostov NPP (Volgodonsk). This is one of the events where the whole algorithm of actions of NPP personnel and authorities is worked out in case of the emergency occurs.

During the CERE the participants will work out the readiness and practical skills for the actions in case of emergency, as well as the implementation of the events on organization and carrying out of works on emergency localization and recovery, including sheltering and evacuation of the NPP’s personnel. The scenario of this exercise is based on the nearly impossible combination of many unfavorable events – natural disasters, power units’ systems failure, etc.

For the period of the exercise it is foreseen to use engineering and other specialized equipment, as well as passenger transport for practicing of citizens’ evacuation in the area of Balakovo NPP.

The power units of the NPP will be operated as normal during the exercise. There will be no interference in their operation in the course of the exercise.

The Balakovo NPP is an affiliate for the Rosenergoatom Concern OJSC. The plant is located on the left bank of the Saratov water reservoir, 10 kilometers to the north-east from the city of Balakovo, the Saratov Region. The NPP has four power block with modern VVER-1000 reactors (B-320 modification) boasting an electric capacity of 100 megawatts each. The first power block was launched operational in 1985, with the second, the third, and the fourth one being started in 1987, 1988, and 1993 respectively. The Balakovo NPP is one of the biggest and most contemporary power companies in Russia accounting for 25% of the electric power output in the Volga federal district, which caters to the population of the Volga region, the Central region, the Ural, and the Siberia.
