The representatives of the Federal Assembly of the Russian Federation have made a reference visit to Novovoronezh NPP

On 17-18 April, 2017, the representatives of the Federal Assembly of the Russian Federation have made a reference visit to Novovoronezh NPP. They included a member of the Federal Council Committee on Economic Policy Aleksey Dmitrienko, a member of the State Duma Committee on Federal Structure and Local Government Andrey Markov, a member of the State Duma Committee on Energy Gennadiy Sklyar, a member of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship Andrey Vetluzhskikh, and others.

For 2 days the parliamentarians have been looking at technical characteristics and safety systems of Novovoronezh NPP, inspecting Novovoronezh infrastructure, and discussing the problems of nuclear towns.

Novovoronezh NPP Manager Vladimir Povarov has made a presentation on the plant’s first of the kind units, the Chief Engineer Anatoliy Fedorov has told about innovative power units of 3+ generation with VVER-1200 reactors, the Deputy Chief Engineer Aleksandr Prytkov has explained how safety and reliability are provided at the power plant. The parliamentarians displayed a keen interest in all the topics, especially in the environment radiation control, the nuclear waste handling, health condition of the nuclear town population. The guests received full replies to all their questions from the top management of the nuclear plant and the Head of Hospital No 33 of FMBA of the Federal State-Funded Budgetary Public Health Facility Gennadiy Roldugin.


The guests had a possibility to see the high level of equipment and plant’s safety by visiting its main facilities. The delegation visited the main control room and the control room of power unit No 6 (power unit No 1 of NVNPP-2), the storage of solid radioactive waste, the main control room and the control room of power unit No 5.

“Scientific and technical leadership was shown at Novovoronezh NPP at its best”, the State Duma Deputy Gennadiy Sklyar shared his impressions. “Novovoronezh plant is obviously the leading plant, it’s not only ahead of the country, but the world in general.”

“We have visited the leading enterprise of nuclear power industry. Everything we have seen at Novovoronezh NPP confirms once more that we are the leaders; that Russia is a great nuclear country”, the Federal Council member Aleksey Dmitrienko told. “I’d like to point out that Novovoronezh NPP can be proud of not only its technical achievements, but also of a high level of the town’s social and economic development that became possible due to nuclear power industry support and its cooperation with regional authorities.”

The Head of Novovoronezh Administration Sergey Chestikin has conducted a sight-seeing tour and told the delegation that the town image had started changing with the beginning of new power units’ construction and after the conclusion of the Cooperation Agreement between Rosatom and Voronezh Oblast Administration, A part of tax payments incoming from Rosatom enterprises the Oblast assigns to Novovoronezh for social and economic events. At the expense of this money kindergartens and schools, internal development roads and yards, housefronts and entrance halls are being repaired; the infrastructure facilities are being built. For example, this is how the roofed stadium appeared where the All-Russian Rural Olympics took place two years ago. This March the repair works of the Kindergarten No 5 that even has a football field and chairs for viewers have been finished.

“The attention of the regional authorities to Novovoronezh is not only the result of agreement between Rosatom and the Oblast, but also an example of Voronezh Oblast Governor Aleksey Gordeev understanding that such towns are important for Russia. This example is worth copying. Systemic approach in nuclear towns’ development is needed in all the regions with nuclear and power plants. And we, the parliamentarians, have plenty to think about and apply this systemic approach at the state level”, Andrey Markov stressed.

According to the Federal Assembly, it is necessary to continue the visits to nuclear power plants as they help to assess the success and problems, get a correct impression of key trends and scenarios of nuclear power industry development, get to know some innovative products.

The Novovoronezh nuclear power plant is a branch of the JSC "Concern Rosenergoatom". The station is located on the bank of the Don River in 42 km to the south of Voronezh. It is the Russia's first nuclear power plant with VVER reactors (water-to-water power reactors of case type with regular water under pressure). Each of five reactors of the station can be a main one – a prototype of serial power reactors: the power unit No. 1 with the VVER-210 reactor, the power unit No. 2 with the VVER-365 reactor, the No. 3, 4 power units with the VVER-440 reactors, the power unit No. 5 with the VVER-1000 reactor. The first power unit was launched in 1964, the second – in 1969, third – in 1971, fourth – 1972, fifth – 1980.

The power units Nos 1 and 2 were stopped in 1984 and 1990, respectively. The power unit No 3 was stopped in 2016 for decommissioning activities. The power unit No 1 of Novovoronezh NPP-2 was commissioned on 27 February, 2017. The power unit No 2 of Novovoronezh NPP-2 is in the middle of construction and installation works; its commissioning is planned for 2018.
