Rosenergoatom: The Rostechnadzor’s license for the Kursk NPP-2 2nd power block’s construction has been obtained

The Federal Service for Ecological, Technological and Atomic Supervision (Rostechnadzor) has granted a license for nuclear facility construction at “The Kursk NPP substitution plant, power block No.2” to the Rosenergoatom Concern indicating the terms of the license validity.

Pursuant to this license, the company can start working on the main phase of the Kursk NPP-2 2nd power block’s construction*. Licensing was preceded by comprehensive material review, including review of the document supporting nuclear and radiation safety, evaluating the facility’s organizational and technical compliance with the license standards and terms, and additional geological surveys and calculations confirming that the VVER-TOI** power block construction project solution are justified in terms of nuclear and radiation safety and comply with the legal standards of the Russian Federation.

Previously, the operating company was granted a license for siting two NPP power blocks, while on June 3rd it obtained a license for the 1st power block’s construction.
On the next stage, the vendor is to get an approval for the Kursk NPP substitution plant 2nd power block’s construction from the Rosatom State Corporation. In accordance with the regulatory instruments, the license is to be obtained within 10 days.


The Kursk NPP-2 is a top priority facility for both the Rosenergoatom Concern and Rosatom. Over 2 billion rubles of capital investments have been implemented for the first three quarters of 2016. 20 contracting companies operated at the construction site with 705 employees involved in the project.

As of now, over 50% of all works related to the 1st power block’s common excavation have been completed. The very first facilities have been commissioned and launch operational: the motorway bridge over the Seym river and the road to the debalancing soil dump next to the Kozhlya village. The team is constructing the shot blasting unit, the treatment facilities, the PS 220/10 kilowatt electrical substation. Besides, the boiler room equipment, the hauling road, the approach routes to the railway, and the service lines are being installed.

The Kursk NPP-2 is a replacement station for the currently operating Kursk nuclear power plant’s power blocks taken out of service. Pursuant to The Russian Federation energy land-use planning scheme valid until 2030 and approved by the Government of the Russian Federation in November 2013, the four NPP-2 replacement power blocks operating a new-generation VVER reactor will be located in the Kursk Region. The operational launch of the first two NPP-2 power blocks is planned to be synchronized with the running nuclear power stations’ power blocks taken out of service. The OJSC Concern Rosatom is the building owner and the technical customer for the project. JSC "NIAEP" acts as the general designer and the general contractor.

* VVER-TOI is a typical optimized and computerized two-block NPP project with a VVER-1300 (water-cooled power reactor), a further step in NPP-2006 project development. The goal of this development is to elaborate a typical VVER NPP power block project optimized according to the technical and economic parameters and completed within the contemporary IT environment.
