Rosenergoatom is going to establish order in housing and public utilities of Polyarnye Zori

Administration of Rosenergoatom Concern OJSC has taken decision of establishment of a new company for dwelling stock management in Polyarnye Zori of Murmansk region.

This information was provided by Director of Kola NPP (a Concern branch) Vasily Omelchuk on February 16 at the meeting of Polyarnye Zori city Deputy Council, where the issue of heat supply to the dwelling stock and social facilities of the municipal formation was discussed.

The Deputy Council admitted that it was the only right decision under the emergency condition of heat supply.

Two electrical boiler houses have been constructed in the city for uninterrupted heat supply to Polyarnye Zori inhabitants. The owner of one of them is Teplovodosnabzheniye OJSC (TVS OJSC), the second one is owned by Kola NPP. Actually, today it’s the only source of heat supply to the city. But in spite of the fact that all four boilers of the nuclear power plant boiler house operate with maximum performance, they are not designed for the double load. That’s why now the temperature in the apartments of Polyarnye Zori inhabitants is lower than the rated value. 

TVS OJSC, in its turn, has not operated since May of the last year. Problems with supplies of heating oil, i.e. its absence have already resulted in the fact that on the night of February 4 – 5, 2011 the city was not heated for almost 6 hours. Only due to the prompt action of repair teams of Kola NPP and a branch of Kolenergo Interregional Distribution Grid Company electric power supply was promptly restored.

According to Chairman of Polyarnye Zori Deputy Council Valery Isakov, the city authorities repeatedly contacted TVS OJSC administration  with respect to the necessity of fuel delivery and starting oil boiler house operation. It was in vain, there is no fuel in the boiler house up to the present day. 

It was mentioned at the meeting that TVS OJSC and Nord Service management company, collecting utility payments, had been affiliated by the same shareholders. In the deputies’ opinion, this is precisely why it’s advantageous for TVS OJSC administration to mention the nonexistent problem of default in payments as one of the key reasons for the deadlock observed in this heating season. Utility payment collectability in the city is equal to 97% – it’s the best figure in Murmansk region.  

Head of the city administration Nikolay Goldobin expressed confidence that the activity of the utility company established with the participation of Rosenergoatom Concern OJSC, at the housing and public utilities market would be conscientious and open.

Kola NPP is a branch of Rosenergoatom Concern OJSC. The plant is located 200 km to the south of Murmansk on the bank of Lake Imandra. Generates about 60% of electric power in Murmansk region. The plant operates 4 power units with VVER-type reactors. Each reactor has capacity of 440 mW. Kola NPP supplies power for Murmansk region and Karelia.
