Kursk NPP-2 will be the pilot site for implementation of automated processes of NPP construction management

For the first time for Russian NPPs at the construction site of Kursk NPP-2 replacement plant (a branch of Rosenergoatom JSC, a part of Rosatom’s Electric Energy Division) the Phase I of NPP’s cost and construction schedule automated control system (CC ACS) will be put into pilot operation.

The project of CC ACS creation is realized with the participation of Rosatom Centre of Expertise for Major Construction Projects (OCKS), ASE EC, the Branch Office on Implementation of Capital Projects of Rosenergoatom JSC (BICP), Smolensk and Leningrad NPP, as well as BDO Unicon.

The new system of CC ACS is developed as a part of branch information system of TCM NC* of Rosatom. It is to be recalled that the development of digital economy is one of the key priority of state policy of Russia. That is why Rosatom tends to increase the effectiveness of inner processes by expanding the areas of digital technology appliance.

TCM NC experts formed the requirements to the CC ACS system as to project cost and terms management. Its implementation will allow to make the management of strategic and operative budgeting, as well as the monitoring over actual execution of all works on NPP construction more effective. The project started in December, 2017. It includes three phases that will start one after another. It is planned to launch all three phases till the end of 2019.

The First Deputy Director General – the Director on Rosenergoatom’s Branch Office on Implementation of Capital Projects Aleksey Zhukov commented, “The decision on creation of new CC ACS system was concluded on the basis of need to integrate different informational system of management processes support and monitoring over NPP construction and in order to make the NPP construction a closed cycle – from the investment planning to the putting into operation and passing data to maintenance and repair service.”

Explaining why Kursk NPP-2 was chosen as pilot site the Deputy Director General – the Director on Economy and Finance of Rosenergoatom JSC Sergey Migalin noted, “Today Kursk NPP-2 is the plant in the very beginning of its construction, so it hasn’t accumulated such an amount of data and changes as other NPPs under construction. We have an active and solid team of professionals there; they gave a good account of themselves at other IT projects.” He also told that during the implementation of this project of CC ACS the unified classifiers for the capital construction projects will be developed, the methodology of operative management of cost and terms will be elaborated, and the methodology of planning and monitoring of NPP’s capital construction will be adapted and unified.

In his turn, the Director of Schedule and Network Planning of the Branch Office on Implementation of Capital Projects (BICP) Sergey Vasiliev noted, “With putting CC ACS into pilot operation all the recording of Kursk NPP-2 will be carried out in one system, and this is the significant result for the operating control of construction process”.

The pilot operation of the operability of CC ACS Phase I at the Plant’s site will take two months. Upon its results the decision on putting it into industrial operation will be made. The next stages of the project are the integration with the information management system of capital construction (IMS CC) of General Contractor of Kursk NPP-2 – ASE EC JSC, as well as the replication of typical solution at other NPPs of Rosenergoatom JSC – Novovoronezh and Leningrad NPP where the construction of the innovative generation 3+ power units is in progress.
