Rostov NPP: President of Russia Vladimir Putin gave the start to the program of bringing up Rostov-4 to design power

At 18:00 President of Russia Vladimir Putin gave the start to the program of bringing up Rostov-4 to design power.

The Russian leader, who is in Rostov-on-Don with a working trip, has taken part in a videoconference dedicated to the launch of the power unit. He’s accepted the report of the Director General of Rosatom State Nuclear Energy Corporation Aleksey Likhachev and the Plant Manager of Rostov NPP Andrey Salnikov and congratulated the nuclear workers on their labor victory. Earlier the same day the turbine generator of the 4th unit had been synchronized with the network. The generated electricity has started to flow into the country’s unified energy system.

The President noted that in 2017 in particular the nuclear industry showed a record figure of 200 billion kWh of electric energy. “I want to thank you for this work. Generally, 19% of the total amount of electricity is generated by the nuclear industry; but we will continue to develop this field to make it high-tech and effective”, the he noted.

 “Of course, it is very important that our competence is recognized all over the world. We continue constructing not only within the country, but also abroad. We are building similar nuclear power facilities in 12 countries around the world, and we will continue this work further”, Vladimir Putin remarked.

According to the Russian leader, with the commissioning of the 4th unit of Rostov NPP, current and prospective energy needs would be provided not only for Rostov, but for the entire south of Russia.

As Aleksey Likhachev noted, “The town of Volgodonsk is a kind of university for modern builders. The nuclear industry competencies in building were restored here. We’ve moved from the ‘do-or-die mode’ of the beginning of the 00s to the planned assembly production of nuclear power units. Here, in Rostov, a number of records was set. The main circulation pipeline has been welded in 96 days with a Soviet record being 150 days. The unit commission period from the first concrete to the network connection has reduced in 2-2.5 times. And most importantly, we have really learned to build precisely, on schedule, and at a fixed price over the 10 years of Rosatom's existence.”

Speaking of the importance of this event, the Director General of Rosenergoatom Concern Andrey Petrov said, “With the commissioning of the 4th power unit, Rostov NPP will become the largest energy facility in the south of the country. More than 50% of the electric energy generated in the Rostov Oblast will be from nuclear sources. At the same time with the power unit No 4, the starting operations are also taking place at the power unit No 1 of Leningrad NPP. The power start-up of the Leningrad power unit is expected this spring.”

In his turn Valeriy Limarenko, the President of the ASE Group, said, “Rostov NPP is a vivid example of continuity of our traditions and expanding of our technologies. It is here, on the site of Rostov NPP, where the revival of Russia’s nuclear industry has begun in the early 2000s.”

It is to be recalled that Rostov NPP is the only nuclear power plant in modern Russia that has launched three power units (in 2010 - №2, in 2015 - №3, in 2017 - №4) on one site for the last 7 years, and the first one in the newest Russian history that revived the so-called ‘stream building’, which ensures the most effective use of materials and finances, as well as compliance with the guidelines for construction. Today, Rostov NPP is one of the largest enterprises in the power industry of the Rostov Oblast and the south of Russia.

The start-up of the power unit No 4 will allow supplying energy to the entire southern region of Russia sustainably. At the same time, the Rostov Oblast itself will enter the top ten Russian Oblasts in electric energy generation. Now the Plant provides over 40% of electric energy production in the region. Electric power goes from the NPP units to the Volgograd Oblast, Krasnodar Krai and Stavropol Krai, as well as to Volgodonsk, thus being the basis of energy security of the entire power system of the Russian South. With the commissioning of a new power unit No 4 in the industrial operation, the Plant’s share in energy production in the region will grow to about 54%.

The power unit No 4 when operating can give the budgets of all levels additional tax revenues of 1 billion rubles per year; and within the first year of commercial operation, additional allocations only at the expense of the property tax will amount to about 1,700 billion rubles.

Rostov NPP is a branch of Rosenergoatom Concern JSC (included in Electric Power Division, the largest division of Rosatom State Corporation). The enterprise is located on the shore of the Tsimlyansk Reservoir, 13.5 km from the town of Volgodonsk. The NPP operates VVER-1000 type reactors with an installed capacity of 1,000 MW. The power unit No 1 was put into commercial operation in 2001, the unit No 2 started its operation in 2010, and No 3 in September 2015. In early December 2017, the power unit No 4 was physically started-up. On 15 January, all stages of the physical launch were completed, and on 23 January, Rostekhnadzor issued a permission for the power start-up of the power unit No 4.
