He graduated from the Moscow Engineering and Physics Institute.

He has worked for nuclear power industry since 1981, he started career at the Ural Electrochemical Plant, Novouralsk.

1996-2002 period - Vladimir worked at various management positions in a number of Russian banks.

2002-2004 - Deputy General Director of FSUE "Siberian Chemical Combine".

2005-2007 - Deputy General Director of the JSC "Techsnabexport".

2007-2012 - Managing Director of the "ARMZ".

Since August 2012 - Deputy General Director - Director for Purchasing and Logistics at th Rosenergoatom, Joint-Stock Company.
